Local government infrastructure projects involve compliance with numerous laws and regulations. For example, in order for a sanitary district to qualify for IEPA water revolving loan fund financing, it must comply with several legal requirements. These requirements include an approved Project Plan (for wastewater) or Facilities Plan (for drinking water), approved design and bid packages, a complete financial package, and several complex legal forms. Among the requirements may also include the drafting of an ordinance to authorize the IEPA loan agreement.
